Job Posting: Veterans' Agent

The Town of Raynham is looking to hire a Veterans’ Agent for a one-year contract position. The Veterans’ Agent manages and administers the Office of Veterans’ Services, providing information, assistance, and referral services to Veterans and their dependents; assessing client’s eligibility for benefits; processing applications and preparing reports as required by local, state, and federal agencies; and developing and administering Department budget. The Veterans’ Agent collaborates with the Director of Community Services on Community Services programs and outreach.  

ESSENTIAL FUNCTIONS

  • Determine the eligibility of Veterans, widows, and their dependents for benefits included in Massachusetts General Law, Chapter 115 (MGL, CH115) by obtaining any and all required documentation
  • Serve as the administrator of low-income benefits, pursuant to MGL, Ch. 115, to eligible Raynham Veterans, widows, and their dependents
  • Assist Veterans and their dependents in the application for VA benefits, including but not limited to: pension, compensation, housing, education and burial assistance
  • Facilitate the application for annuities and tax abatements
  • Maintain budget and reports in order to account for funds and benefits provided to Veterans and their dependents. Reports all expenditures to the Executive Office of the Department of Veterans’ Services in order to acquire reimbursements
  • Work closely with Finance Director/Town Accountant to ensure that benefits authorized to Veterans reflect actual amounts paid out
  • Provide information and referrals to Veterans and their dependents for specialized assistance such as substance abuse and mental health treatment, employment assistance and recreation opportunities
  • Coordinate with the appropriate agencies in order to prepare and pay eligible claims for the burial and interment charges for indigent Veterans or their dependents as per MGL, Ch. 115, Sec. 9
  • Ensure that monuments are properly decorated and that proper flag etiquette is maintained on municipal flagpoles within the Town
  • Conduct continuous outreach in low-income areas, community events and other venues to educate Veterans and their families on benefits available to them
  • Work with other town agencies in order to plan and organize events to celebrate occasions such as Veteran’s Day, Memorial Day and Flag Day
  • Be prepared to work outside of normal business hours, as required, to attend meetings, speak at events, and oversee the completion of events  

EDUCATION AND EXPERIENCE

Associates degree and 1 to 3 years of experience in a related field; or an equivalent combination of education and experience in veterans’ services, human relations, social service fields or business. Must be a Veteran in accordance with state law and have a valid Driver’s License. Must maintain certifications required by the Massachusetts Department of Veterans' Services and the United States Department of Veterans Affairs.

Thorough knowledge of state and federal laws pertaining to veterans and their dependents, specifically MGL, C 115 and its amendments, as well as 38 Code of Federal Regulations.  Knowledge of the methods and principles of veterans’ benefits assistance, casework, administration, and available resources.

Excellent communication skills; oral and written, skill in coordinating various programs and projects simultaneously; strong interpersonal communication and mediation skills.

SALARY AND HOURS: Up to $62,425; one-year contract; 33.5 hours per week.
